PDFCool Studio enables you to create, edit, sign, encrypt and convert PDF documents.
It supports 17 kinds of page processing functions like merging, replacing, rotating PDF page etc and 11 kinds of document processing functions like spliting, combining, adding watermarks and header/footer etc. It allows you to encrypt/decrypt multiple PDF documents and set permissions.
