This Windows Service Application is a server for the 3 protocols: IRC, web (HTTP) and opennap.

It offers opennap-compliant directory-publishing service, an IRC user-shell for easy user-channel management, IRC over SSL, Web IRC Client, IRC host-spoof scanner and secure remote administration via a GUI shell over the Internet. It also provides customizable multi-locale string resources in XML, unique hostname masking, binding TCP/IP ports to multiple NIC. The DICE supports Windows Firewall bypassing on Windows XP SP2 and Windows Server 2003 SP1. It's free for non-commercial use.
