This Internet Relay Chat proxy has listen configurations, access configurations, user configurations and connection configurations.

Multiple users can connect to the proxy at the same time with their own connections, which are controlled by the connection configuration.
Connections stay alive independent of whether users are connected or not, and a person can connect on the same connection from multiple machines.
The system administrator, having root access, can set up the IRC proxy to start as root, so valid usernames and passwords can be verified from the system "/etc/passwd". The proxy will then also set correct identities for each connection.
The SendQ system controls data sent in and out. It does not allow a user to send data to the server faster than what is configured in the proxy, to prevent "Excess Flood."
