This is an iMovie effect made to simulate the visual effect of a toy camcorder sold in the late '80s.

This toy camcorder recorded video on regular audio tapes. To limit the amount of data saved to this thin tape, the video was recorded in black and white at a rate of 15 frames per second. Additionally, the resolution was 90 lines for 120 rows, surrounded by a black frame.
Some cinema experimentalists used this camcorder to make their movies, now you can turn your high-tech camcorder into this old toy to make original movies.
