this has everything needed and is very customizable, provided you have paint or ANY program that can output in BMP or JPEG. just set it as the background, delete all the template stuff, and there it is

Can't really complain about 'FREEWARE'. Software has zero customizable features. You can't import images, only offers 2 'canned' backgrounds (or none), and the text is limited to a predetermined format.
